Established in 2000 under the presidential order on the base of the Faculty of Management (1992 – 2000), the Institute of Public Administration was reorganized into the Institute of Managerial Personnel under Decree № 275 of June 2, 2009 ‘On Certain Measures for Improving Training, Retraining and In-Service Training of the Administrative Personnel’.
General Information
The Institute of Managerial Personnel provides training to holders of certificates of general secondary education, vocational secondary education, and graduates of higher education establishments. Training specialists at the Institute of Managerial Personnel is a component of the continuous managerial education on a qualitatively new level, based on innovation and a competence-based approach. To meet the demand of public bodies and organizations for qualified specialists in the field of management, the training process is organised on the graduate (specialist degree) and postgraduate (master's degree) levels of higher education.
Training in the field of management on the first level (cycle I) of higher education (Specialist’s Degree) is carried out in the following specialities:

There are 10 Departments, the Division of Academic Work and Guidance, and the Legal Clinic Office in the Institute of Managerial Personnel.

Programmes duration (cycle I) is 4 years for the full-time form of education, and 3 years for the extramural education. At present, more than 3000 students (800 full-time, 2300 extramural students) pursue their specialist degree at the Institute of Managerial Personnel. Students study at the expense of the republican budget, on the fee paying basis, and under the state order at the expense of the republican budget.
Master's degree training (cycle II) is carried out within the educational programs that form the knowledge, skills, and abilities for scientific-pedagogical and research work (science-oriented master's degree) in the full-time and extramural forms of higher education in 4 specialities (9 specializations):
● "Public Administration" (master's degree; specializations - "Public Administration of the Social Sphere", "Electronic Government");
● "Public Administration and Economics" (master's degree; specializations - "Management of Foreign Economic Activity", "Project Management of Public-Private Partnership");
● "Public Administration and Law" (master's degree; specializations - "Public Administration in Law Enforcement", "Legal Regulation of Administrative Activities in Social and Economic Systems");
● "Management" (master's degree; specializations - "Innovation Management", "Human Resources Management Technologies", "Corporate Management").
Master's degree students study core disciplines at an advanced level while majoring in a specific area of managerial science. Developing analytical thinking, research and scientific-pedagogical skills is one of the learning goals. Thesis defence is the learning outcome on this level of postgraduate education, which can open the way to further research resulting in a Ph.D. thesis defence.
Study process specifics
The Institute of Managerial Personnel offers
● internships aimed to build legal/economic/informational, as well as and managerial skills and competencies;
● creating joint educational and scientific groups of listeners (managers and specialists) and students for preparing graduation and diploma theses;
● participation in the leadership projects at university, republican, and international levels;
● the proficient learning of foreign languages for 4 years with the application of active learning methods and international assessment tests;
● thematic classes, public lectures in foreign languages with the participation of the teaching staff of the Academy of Public Administration, foreign scientists and guest lecturers, representatives of foreign states and their embassies in the Republic of Belarus.
