International Cooperation and Academic Mobility

The Academy of Public Administration has accumulated vast experience in building international partnerships worldwide. It is through vibrant, committed and mutually beneficial collaboration among educational institutions that the groundwork is laid for improving their educational activities, promoting intellectual exchange, enhancing cross-cultural relations, creating a platform for professional discussion and opinion exchange, and nurturing creative and productive thinking of young specialists in various fields. Today the Academy of Public Administration implements bilateral agreements of cooperation with 68 counterpart educational institutions and organisations in 28 countries across the globe.
The Academy develops international cooperation in line with the foreign-policy and economic priorities of the Republic of Belarus, intergovernmental treaties, agreements with national and foreign educational institutions and organisations, and international and nationwide projects and programmes.
The geographical map of the Academy’s international partnerships spans a vast number of countries, including Armenia, Azerbaijan, Bangladesh, Czech Republic, Ecuador, Germany, India, Kazakhstan, Lithuania, Moldova, Pakistan, Poland, Russia, Singapore, Switzerland, Tajikistan, Turkmenistan, Ukraine, Uzbekistan, Venezuela, Vietnam, and other.
In line with the agenda of the concluded cooperation agreements, the Academy hosts visits of delegations from partner institutions, organizes joint video-lectures, cooperates in informational area, implements publication initiatives, exchanges research and methodological literature, publishes research outcomes of partner institutions, and takes part in international conferences/seminars/roundtables and other research and educational events held at partner institutions encouraging the latter to take part in the like events on its premises. It has now become common practice for the Academy to invite delegates from partner institutions to research and educational events and collaborate through exchange of research publications. Since 2009 the Academy and its partners – North-West Institute of the Russian Presidential Academy of National Economy and Public Administration (St Petersburg) and Moscow Witte University – have been running student exchange programmes on a par and systematic basis.
Visiting lecturers from Sweden, Korea, Germany, China, Turkey, United States, Russia and other countries take part in the Academy’s educational process.
Students and teaching staff of the Academy take an active part in international mobility programmes and international competitions. Academy’s representatives became awardees of EU grants and projects supported by governments of China, Korea, Japan, Russia, Kazakhstan, Germany and other.
Internships abroad is an important part of studying international experience. In-service students took the following internships to European countries – an internship to Germany, Belgium and France within the study programme “Women Leadership in Business and Administration”; an internship to Germany, Austria and Italy within the study programme “Effective Decision-Making in Governance”, and an internship to Germany and Italy within the study programme “Role and Place of a Woman in the Present-Day Business World”.
Centre for International Cooperation and Educational Programmes coordinates implementation of international educational projects and programmes. The Academy of Public Administration is a member of a number of reputable international organisations and takes an active part in public diplomacy. The latter initiative has gained a considerable impetus in the recent years through such avenues as EU assistance for educational activities and project funding from international donors.
The Academy regularly hosts lectures by diplomats of foreign missions accredited in the Republic of Belarus and organises joint international events, recognizing the importance of such endeavors in building international cooperation. Foreign envoys are invited to take part in research methodological seminars to exchange experience with the Academy’s staff in the sphere of executive training. Ambassadors of Azerbaijan, Brazil, China, Cuba, Ecuador, Estonia, France, Germany, Great Britain, India, Iran, Iraq, Israel, Kazakhstan, Lithuania, Moldova, Palestine, Poland, Russia, Serbia, South Korea, Turkey, Turkmenistan, Ukraine, Venezuela, Vietnam, as well as the UN Resident Coordinator in Belarus were on visit to the Academy in the recent years.
The following international projects were implemented at the Academy – the project Egoprise in the framework of the Baltic Sea Region Programme 2007-2013; a project funded by the Eurasian Foundation; a joint project with the Embassy of the Republic of Korea in the Republic of Belarus; the project Wide Europe within Erasmus + Programme Jean Monnet Chair; and a joint Sida-funded project with the Swedish Institute for Public Administration SIPU International, and a number of other. The Academy took part in the development of the 2015 UN Human Development Report on Regional Competitiveness in Belarus, preparing the part 5.6.2 Debureaucratisation of Local Authorities, Civil Society Development and Local Initiatives.
The Academy exports educational services to the EU, CIS member-states and Asian countries, seeking to attract international students with a high potential. The Academy disseminates information about its educational services among diplomatic missions accredited in the Republic of Belarus to expand the mentioned export.
The Academy of Public Administration is committed to developing international research, cultural and educational cooperation across the globe; promoting efficiency of professional partnerships; furthering collaboration with foreign educational centres on implementing joint research projects; and enhancing the quality of training, retraining and professional advancement of executive personnel.
