General Information

The Institute of Civil Service was established under the instruction of the President of the Republic of Belarus. Initially, the Institute of Public Administration was created  September 18, 2000, by order of the Rector of the Academy of Public Administration, on the basis of the Faculty of Management – structural subdivision of the Academy of Public Administration without the right of a legal entity.

In accordance with the Decree of the President of the Republic of Belarus dated June 2, 2009 No. 275 "On some measures to improve the training, retraining and advanced training of personnel in the field of management", the Institute of Public Administration was transformed into the Institute of Civil Service.

The Institute of Civil Service provides training at the first stage of higher education and retraining by a special permit (license) for the right to carry out educational activities, internship and advanced training of managerial personnel, persons included in the reserves of leading personnel, and other persons.

Structure of the Institute of Civil Service 

The Institute includes the Educational and Methodical Division, and five academic Departments:  

• the  Department of Public Administration;

• the Department of State Economic Policy; 

• the Department of Personnel Policy and Psychology of Management;

• the Department of Social Policy and Ideology;

• the Department of Economic Systems Management.

Training on the first stage of higher education (cycle I of higher education) in the speciality 1-26 05 01 "State construction" is carried out within the framework of the state order (the term of study is 3 years, in the correspondence form of education).

Retraining under the state order is carried out in 6 specialities:

1-26 01 72 “State and local government (study period 1 year 10 months, correspondence form of education);

1-26 01 71 "Public administration and ideology" (study period 1 year 4 months, in correspondence education);

1-26 01 73 "State management of the national economy" (study period 1 year 10 months, in correspondence education);

1-26 03 74 "State management of the social sphere" (term of study 1 year 10 months, in correspondence education);

1-26 01 81 "Information and analytical work in the system of government bodies" (study period 1 year 10 months, in correspondence education);

1-26 01 83 "Personnel policy in government bodies and organizations" (training period 1 year 4 months, in correspondence education).

In addition, at the Institute of Civil Service, retraining is carried out on a paid basis in 11 specialties, in correspondence education, in the following specialities:

1-26 01 72 “State and local government;

1-26 01 71 "Public administration and ideology";

1-26 01 73 "State management of the national economy";

1-26 03 74 "State management of the social sphere";
