The Department of Legal Support of Law Enforcement (hereinafter referred to as the Department) was established as an independent structural unit of the Institute of Managerial Personnel by order of Rector of the Academy of Public Administration under the President of the Republic of Belarus (No. 180 dated June 19, 2019).
Department Tasks and Main Directions of Activities
The Department specifies its tasks as to
- provide learners with modern knowledge in the field of legal support of law enforcement;
- organize and implement educational, methodological and scientific work at a high level of excellence;
- integrate training, advanced practice, and the latest research in the field.
The Department organizes training of graduates in speciality 1-26 01 02 Public Administration and Law (cycle I of higher education, Specialist's Degree), and in speciality 1-26 80 08 Public Administration and Law, specialization Public Administration in Law Enforcement (cycle II of higher education, Master’s Degree.
The Department of Legal Support of Law Enforcement actively supports and develops cooperation with specialized institutions of higher education of the Republic of Belarus and foreign countries, as well as with law enforcement agencies.
The Department has created and successfully operates an innovative platform on the basis of the Prosecutor's Office of the city of Minsk. The Department also offers elective courses ‘‘Organization of the Activities of the Preliminary Investigation Bodies’’ and ‘‘Organization of the Activities of the District (city) Prosecutor's Office’’ with the participation of representatives from the General Prosecutor's Office of the Republic of Belarus and the Investigation Committee of the Republic of Belarus.
In the educational process the staff of the Department actively use interactive forms and teaching methods: business game ‘‘Meeting of the Qualification Collegium of Judges’’, business games ‘‘Criminal Trial’’ and ‘‘Educational Criminal Case’’, ‘‘Legal Procedures with an Accused’’; business games ‘‘Planning the Work of the Prosecutor's Office’’, ‘‘Prosecutor's Review on the Implementation of Anti-Corruption Legislation’’, ‘‘Prosecutor in Court Hearings’’, ‘‘Prosecutor's Consultation’’, ‘‘Prosecutor’s Participation in the Court of Appeal’’; ‘‘City without Crime’’ and ‘‘Crime Preventive Work’, etc.
For all academic subjects, the Department has developed and is implementing the electronic educational and methodological complexes (EEMC).
The staff of the department take part in editorial boards of scientific articles’ collections, reviewing scientific articles, textbooks, workbooks, EEMC, preparing reviews for dissertation synopsis, etc.

Scientific Activities
The Department of Legal Support of Law Enforcement works on the scientific research theme "Improving the Law Enforcement Policy of the Republic of Belarus as the Basis of an Effective Strategy for Combating Crime to Ensure the Safety of the Individual, Society and the State" (beginning - I quarter of 2021, end - IV quarter of 2025) in accordance with the plan of scientific work and innovation activities of the Academy of Public Administration under the President of the Republic of Belarus. The scientific supervisor of the research theme is Anatoly Klim, the Head of the Department, Associate Professor, PhD (Law).
One of the most significant events of the Department is the annual International Scientific and Practical Seminar ‘‘Law Enforcement Agencies' Activities at the Present Stage: Research, Education, and Practice’’. The Department regularly organizes and conducts scientific events for students: olympiads, conferences, round table discussions, thematic meetings, lectures of the representatives of law enforcement agencies.
The student scientific club ‘‘Corpus Delicti’’ carries out its work under the guidelines of Marina Gorodetskaya, Associate Professor, PhD (Law).
The staff of the Department take part in the work of international congresses, scientific and practical conferences, seminars, and other scientific events abroad. The Department actively cooperates with foreign institutions of higher education in the areas of its activities. Vitaly Kirvel, Associate Professor, PhD (Law) is responsible for the international cooperation of the Department.
The Department staff have received numerous awards for their successful educational and research work.
