HISTORY OF THE DEPARTMENT

In accordance with the order of the Rector of the Academy of Public Administration under the President of the Republic of Belarus No. 180 dated 19.06.2019, after the reform of the Department of State Construction and Management, the Department of Public Administration was formed. The department began its development with the establishment of the Department of Theory and Practice of Public Administration on June 13, 1994, whose graduates included students majoring in “State and Local Administration” and “Public Administration of the National Economy”. After the Department of State Construction was merged with the Department of Theory and Practice of Public Administration in 2016, the Department of State Construction and Management was formed, which graduated students in the specialties of "State and Local Administration", "State Management of the National Economy", "State Construction", "Information and analytical work in public administration bodies". The department functioned until June 2019, and after the reorganization acquired the modern name of public administration.

The Department of Public Administration is a structural educational and scientific subdivision of the Institute of Public Administration of the Academy of Public Administration under the President of the Republic of Belarus. The activities of the department are carried out in accordance with the legislation of the Republic of Belarus, The Charter of the Academy of Public Administration, the Regulation on the Institute of Civil Service, the Regulation on the Department and is aimed at training highly qualified specialists in the field of public administration and construction.

The Department of Public Administration provides the educational process at the Institute of Public Administration and is a graduation department for the higher education specialty 6-05-0414-01 “State Construction” and retraining specialties:
9-09-0414-01 “State and Local Administration”, profiles: Public administration at the republican level, Public administration at the regional level; 9-09-0414-05 "Information and analytical work in the system of public administration bodies".

The department is staffed with competent, highly qualified personnel.

MAIN AREAS OF WORK OF THE DEPARTMENT

The teaching staff of the department provides educational and scientific directions of the Academy of Management activities, implementing educational and methodological, scientific research, ideological and educational work with students receiving higher education for the training and retraining of executives and specialists with higher education, as well as work to improve the qualifications of executives.

Teaching is based on a competency-based approach, development of students’ cognitive abilities and is aimed at mastering the theoretical foundations of the theory and practice of public administration in the Republic of Belarus and foreign countries. The training is carried out using modern educational technologies, which allows to bring the educational process closer to management practice. In addition to classical forms of conducting classes, the teaching staff widely uses active forms of training: problem-based lectures, business games, round tables, trainings, thematic discussions, analysis of specific situations, etc.

The mission of the department – is to carry out educational activities to prepare highly qualified and ethical specialists for government bodies, and to develop professional competencies necessary to solve state problems of the Republic of Belarus.

The department employs 10 full-time teachers and 14 part-time workers, including 4 doctors of science, 15 candidates of science, and 2 methodologists
