On 12th October 2021, Center for Global & Strategic Studies, Islamabad organized an Online Lecture for the young scholars of Academy of Public Administration under the President of the Republic of Belarus. The topic of the lecture was “Hybrid Warfare and its relevance in the Modern World”. The lecture was delivered by Mr. Tariq Malik, Member Board of Experts CGSS and Eminent Information Technology scholar.
The lecture commenced with the opening remarks of His Excellency Andrei Metelitsa, Ambassador of the Republic of Belarus to Pakistan. He stated that the Online Lecture series is a very good joint initiative by CGSS through which Pakistani experts can share their valuable knowledge with the young scholars of Belarus and vice versa. His Excellency stated that political relations, trade and cooperation of two countries are growing and there are also MOUs between our universities and institutions. This cooperation will further cement the bilateral relations between both countries.
His Excellency Sajjad Haider Khan, Ambassador of Pakistan to Belarus in his welcome remarks discussed the cooperation between Belarus and Pakistan. He mentioned the recent MOU signed between Center for Global and Strategic Studies (CGSS), Islamabad and Belarusian Institute of Strategic Research, Belarus and stated that such initiatives will lead towards enhanced mutual relations between both countries and will bring benefits in the longer run. He also discussed the role of Hybrid Warfare and cyber security. He stated: «We are very happy that our ties with Belarus are growing».
Mr. Tariq Malik, Member Board of Experts, CGSS commenced his lecture by defining the Hybrid warfare. He stated that it is a tailored mix of subversion, terrorism, irregular warfare tactics, economic warfare, information warfare, social engineering, societal disruption, conventional application especially the special operations and finally the criminal behavior. He stated the terminology of no war, no peace which echoes the truth behind Andre Beaufre’s statement and aptly defines the prevailing state of affairs globally as well in the region. Mr. Tariq Malik also mentioned few examples of fake news propaganda. He concluded his lecture by recommending that there must be a formulation of a cohesive national response to this form of threat and this responsibility lies with the policymakers and all elements of National power. The lecture was followed by an interactive question and answer session in which students from Academy of Public Administration asked questions related to the Hybrid Warfare.
Ms. Olga Soldatova, First Vice Rector of the Academy of Public Administration in her closing remarks stated that it was a very interesting topic and our young scholars must know about the Hybrid Warfare. «We all are grateful to Mr. Tariq Malik for sharing his vast knowledge and expert opinion on the subject topic. We are glad to formally commence our cooperation with CGSS».
