The formation of the composition of the prospective personnel reserve at the Academy of Public Administration involves three stages:
· nomination to the prospective reserve;
· selection of candidates;
· enrollment in the prospective reserve.
Nomination of candidates (with their consent) to the prospective reserve is carried out by: the rector, vice-rectors, heads of structural divisions (heads of departments - for students); the human resources and legal work department; employees or students on their own initiative.
Nomination to the prospective reserve is carried out twice a year - before March 1 and before October 1 of the current year.
To be nominated to the prospective reserve, the candidate must submit the following documents:
personnel accounting sheet;
autobiography;
characteristics containing a full and objective assessment of the professional level of business and personal qualities, reflecting the specific results of the candidate's activities for inclusion in the prospective reserve;
an extract from the record book (for students);
a list of scientific publications (if any);
copies of documents on education, retraining and advanced training (for employees);
a 3x4 photo.
When considering the issue of enrolling a candidate from among students into the prospective reserve, the following are taken into account:
personal and business qualities, including responsibility, integrity, discipline, diligence, initiative, active life position;
academic results (academic performance);
the title of laureate (scholarship holder) of special funds of the President of the Republic of Belarus for the support of gifted pupils and students, other international and republican competitions;
inclusion in databases of gifted and talented youth;
active participation in research activities;
participation in socially significant events of various levels;
presentations with reports, messages within the framework of unified Information Days;
results of psychological testing and questionnaires;
health status;
course of study.
When considering the issue of enrolling a candidate from specialists under 31 years of age into the prospective reserve, the following are taken into account:
business and personal qualities of the candidate, including professional competence, level of development of strategic and analytical thinking, ability to creatively approach the assigned task, ability to objectively evaluate one's activities, ability to work with people, active civic position, responsibility for work results, integrity, discipline, efficiency;
level of education;
level of qualifications, including academic degree, academic title;
results of practical activities in the position held;
results of candidate certification;
results of psychological testing and questionnaires;
availability of state or industry awards, other incentives of the Academy of Public Administration, republican and local government bodies;
age and health status of the candidate.
