The prospective personnel reserve is a modern personnel technology that is used in the Republic of Belarus in accordance with the Decree of the President of the Republic of Belarus dated July 26, 2004 No. 354 “On work with management personnel in the system of government agencies and other state organizations”.
The prospective personnel reserve is a specially formed group of students of higher education institutions and specialists under the age of 31 who have leadership and organizational qualities and the ability to management activities in government agencies (organizations).
Nomination of candidates for the prospective personnel reserve is carried out:
· from the students – by the heads of higher education institutions;
· from specialists under the age of 31 – by the heads of the organizations in which they work.
The creation of a prospective personnel reserve and work with it is carried out by republican and local government agencies.
The formation of a prospective personnel reserve includes:
· collection and analysis of data on candidates, including studying updated information on citizens included in the database of gifted youth and the database of talented youth;
· assessment of their business and personal qualities.
Information on persons included in the prospective personnel reserve is submitted by the heads of the relevant state agencies to the Academy of Public Administration, which forms and maintains a unified prospective personnel reserve. The procedure for submitting such information is determined by the Academy of Public Administration in agreement with the Administration of the President of the Republic of Belarus.
The Academy of Public Administration transmits to the Administration of the President of the Republic of Belarus information on persons included in the prospective personnel reserve, as of April 1 and November 1.
The organization of work with a prospective personnel reserve includes:
· development of leadership qualities and creative abilities of students and specialists under the age of 31;
· planning and implementation of professional development of graduates of higher education institutions and specialists under the age of 31;
· monitoring the professional development of individuals included in the prospective personnel reserve;
· assessment of the effectiveness of selecting candidates for the prospective personnel reserve and working with it.
Organizational and methodological work with a prospective personnel reserve is carried out by the Academy of Public Administration.
The Academy of Public Administration analyzes the professional development and career progression of individuals included in the unified prospective personnel reserve; together with government agencies and organizations, work is carried out with reservists to develop their abilities for management activities and their professional development.
As a result, reservists who have achieved the highest results are appointed to leadership positions, included in the reserve of management personnel, enter the civil service and are nominated as leaders of public associations and organizations.
