Scientific activities

The Academy of Public Administration under the President of the Republic of Belarus (hereinafter referred to as the Academy of Public Administration) is accredited as a scientific organization (Accreditation Certificate dated December 27, 2022, No. 190).

In 2025, the research work of the Academy of Public Administration is carried out in accordance with the Research and Development Plan of the Academy of Public Administration under the President of the Republic of Belarus for 2025, approved by the Council of the Academy on January 22, 2025 and approved by Rector of the Academy of Public Administration.

In accordance with the Research and Development Plan of the Academy of Public Administration under the President of the Republic of Belarus for 2025, 25 research projects are being carried out:

• as part of the implementation of the research and development plan for national and industry purposes aimed at providing scientific and technical support for the activities of the Administration of the President of the Republic of Belarus (1) - R&D "Develop proposals for improving work with personnel and information activities of government agencies in order to solve urgent problems of the socio-political development of the Republic of Belarus";

• according to the tasks of the State Program of Scientific Research "Society and Humanitarian Security of the Belarusian State" for 2021-2025 (hereinafter referred to as the SHSBS)

• according to grants of the Belarusian Republican Foundation for Fundamental Research (hereinafter referred to as the BRFFR) (1);

• within the framework of the Unified Scientific Direction of the Academy of Public Administration "Theory and Practice of Public Administration, Economic Reform and Continuous Professional Training of Managerial Personnel" (departmental research) (16).

It is planned to hold more than 15 scientific events on the international and republican levels.

Main results of scientific research and development of the Academy of Management in 2024.

In 2024, the research work of the Academy of Public Administration was carried out in accordance with the Plan of Scientific Research and Development of the Academy of  Public Administration under the President of the Republic of Belarus for 2024, approved by the Council of the Academy and adopted on December 29, 2023 and approved by Rector of the Academy of Public Administration.

The research was implemented:

• as part of the implementation of the plan of scientific research and development of national and industry-wide significance aimed at scientific and technical support for the activities of the Administration of the President of the Republic of Belarus (1) - R&D "Develop proposals for improving work with personnel and information activities of government agencies in order to solve urgent problems of the socio-political development of the Republic of Belarus"; according to the assignments of the State Program for Scientific Research (7); according to grants of the Belarusian Republican Fund for Basic Research (2); within the framework of the Unified Scientific Direction of the Academy of Public Administration "Theory and Practice of Public Administration, Economic Reform and Continuous Professional Training of Managerial Personnel" (departmental R&D) (16).

• More than 170 full-time employees of the Academy of Public Administration (including 13 doctors and 94 candidates of science), 32 postgraduate students, 15 master's students, 10 students and listeners participated in the research. 16 employees of other organizations were involved in the research (including 2 doctors and 2 candidates of science).

Testing and implementation of research results in the activities of government agencies and other organizations.

Based on the research results, 85 analytical and reference materials were prepared and directed to government agencies and organizations, including the Administration of the President of the Republic of Belarus, the House of Representatives of the National Assembly of the Republic of Belarus, the Ministry of Foreign Affairs of the Republic of Belarus, the Ministry of Communications and Informatization of the Republic of Belarus, the Ministry of Finance of the Republic of Belarus, the Ministry of Labor and Social Protection of the Republic of Belarus, the Supreme Court of the Republic of Belarus, the Prosecutor General's Office of the Republic of Belarus, the National Center for Legislation and Legal Information of the Republic of Belarus, etc.).

The employees of the Academy of Public Administration took part in working groups in the preparation of draft program acts - the Concept of the State Personnel Policy of the Republic of Belarus, the Concept of National Security of the Republic of Belarus, etc.

As part of providing scientific and methodological support for the activities of government agencies and other government organizations, the following was submitted:

• proposals for the draft of the National Strategy for Sustainable Development of the Republic of Belarus for the period up to 2040;

• recommendations for organizing ideological work with the personnel of a higher education institution;

• information and analytical materials on the communication competencies of civil servants in the context of the transformation of modern society;

• practical recommendations for improving the stress resistance of management personnel, etc.

Based on the results of testing the results of scientific research and development, the Academy of Public Administration received the following: acts on implementation, certificates on the practical use of R&D results, letters - 31.

In 2024, there were received 52 acts on the implementation of R&D results in the educational process of the Academy of Public Administration, other higher educational institutions - 16.

Publications based on the results of R&D include:

• monographs (chapters in monographs) - 6;

• textbooks, teaching and teaching methodology aids, workshop materials - 42 (as a form of implementing R&D results);

• collections of scientific papers - 1;

• conference materials - 10;

• Electronic Educational Methodological Complex - 524;

• articles - 218 (including 31 foreign publications; 133 in scientific publications recommended by the Higher Attestation Commission for publication of dissertation research results; 54 in other editions);

• abstracts of reports at international conferences - 412 (including 65 abroad), abstracts of reports at national conferences - 43.

The Academy of Public Administration publishes the journal "Problems of Management" and "Scientific Works of the Academy of Public Administration under the President of the Republic of Belarus", included in the list of scientific publications of the Republic of Belarus for publication of dissertation research results. More than 400 employees and students of the Academy of Public Administration took part in 250 scientific events. Twenty-seven scientific events were organized  on the international and national levels:

• VI International Forum of Young Managers;

• International Interuniversity Scientific and Practical Seminar "Foreign Language in the Professional Activities of Managers: Innovative Approaches to Teaching Professionally Oriented Foreign Languages in Modern Conditions";

• IX International Scientific and Practical Internet Conference "Theory and Practice of Personnel Policy and Psychological Support for Managers";

• VI Civilistic Readings in Memory of Professor M.G.Pronina;

• XX International Scientific and Practical Conference "Information Resources Management";

• XVIII International Scientific and Practical Conference "State Regulation of the Economy and Improving the Efficiency of Business Entities" dedicated to the memory of Professor S.A.Pelikh;

• Scientific Readings in Memory of Professor Yu.M.Yasinsky;

• International Scientific and Practical Conference "International Standards in the Electoral Process: Experience and Development Prospects";

• International round table "Anti-corruption legislation and practice of its application in the countries of the EAEU and the CIS";

• International scientific and practical conference "Social Communications in Public Administration: Theory And Practice";

• Republican scientific and practical conference "State Building in the Republic of Belarus: Historical Experience and Prospects", dedicated to the 30th anniversary of the institute of presidency in the Republic of Belarus;

• IV Republican scientific and practical conference "Actual Problems of Social Policy and Ideology" (to the 30th anniversary of the institute of presidency in the Republic of Belarus).

More than 1,300 people took part in the research work of students.

Coordination of research work of students of the Academy of were organized is carried out by the Student Scientific Society. The SSS includes student scientific clubs of structural divisions (departments) of the Institute of Managerial Personnel of the Academy of Public Administration. There were 7 student scientific clubs:

• Debate Club of the Academy of Public Administration under the President of the Republic of Belarus;

• Scientific Club "Civilist" of the Department of Civil and Economic Law;

• Scientific Club.
