MISSION AND FUNCTIONS

The mission of the Academy of Public Administration under the President of the Republic of Belarus is to meet the demand of the state and the society for highly qualified managerial personnel.

For this aim, the Academy strives to

● conduct educational activities in the sphere of administration and management,

●partake in the realisation of the state cadre policy for building the cadre of public administration,

● provide the expert advisory, information-analytical, scientific and methodological assistance for the activities of the President of the Republic of Belarus and the Administration of the President of the Republic of Belarus within the scope of the state cadre policy and the ideology of the Belarusian state,

● carry out the scientific, research and development, innovation activities in the field of public administration,

●foster the participants' commitment to social responsibility, strategic thinking, leadership competences, high morals and integrity, public spirit, patriotism and the national identity awareness,

● perform other tasks as specified by the laws and regulations of the President of the Republic of Belarus.

The Academy of Public Administration performs the functions of

●training specialists on the 1^st and 2^nd degree levels of higher education in the sphere of administration,

● training highly qualified scientists in the field of administration,

● retraining, advance and in-service training of public servants; realisation of other programs of further education for adult learners,

●ensuring the information-analytical, scientific and methodological support for training, in-service and advance training of administrative personnel; developing the digital educational resources and the distance learning technologies,

●coordinating the educational activities of state institutions of higher learning engaged in the training, retraining, in-service and advance training of administrative personnel; providing the methodological assistance to these institutions on the issues of the ideology of the Belarusian state,

●participating in the development and upgrading of the educational standards, scientific-methodological base for education in the sphere of administration,

● putting forward the suggestions on the formation of the state order for training, retraining and advance training of administrative personnel, including the prospective cadre reserve, and other persons,

●working out and approving on the consent of the Administration of the President of the Republic of Belarus the admission rules to training, retraining and advance training at the Academy of Public Administration in line with the state order for training,

● developing the international cooperation in the sphere of training, retraining, in-service and advance training of administrative personnel; conducting research on improving the public administration field, cadre policy and civil service, activities in the scope of the ideology of the Belarusian state, and the educational process,

● facilitating self-education of the administrative personnel with the use of the information and communication technologies,

● participating in the development and expert revision of legal regulations on the state cadre policy, training, in-service, and advance training of the administrative personnel, persons listed in the prospective cadre reserve, and other persons,

● tracking the cadre potential of public administration and proposing recommendations on improving the state cadre policy,

●preparing the examination, interview and test questions for conducting a qualifying examination at the entry level of civil service,

● carrying out other activities as specified by the current legislation, the President of the Republic of Belarus, and the Administration of the President of the Republic of Belarus.
