VKGoogle+Facebook199129 JanuaryThe BSSR Council of Ministers adopted a resolution on primary measures for training, retraining and upgrading the qualifications of the state administration staff, senior executives and specialists in the market economy. In the 1990/1991 academic year the BSSR Ministry of Public Education, ministries and departments that supervised the establishments of higher learning and vocational education were commissioned to introduce all necessary changes into curricula and reconsider the qualifications reviews of the graduates. In line with the program of transition to the market relations, establishments of higher learning and vocational education were expected to ensure accelerated training of the staff in marketing, banking, tax legislation, stock exchange and human resource management. The Academy of Public Administration under the aegis of the BSSR Council of Ministers was chosen as an umbrella education and scientific center using a new system of training, retraining and enhancing the qualifications of the state administration personnel. A library was set up in April 1991. The same year the Academy was tasked with training senior executives and specialists for the BSSR Council of Ministers, ministries and departments, executive committees of the oblast and Minsk councils of deputies, leading industrial companies and associations in line with the program of transition to the market economy..
199214 SeptemberAnatoly Shrubenko was appointed first rector of the Academy in line with the relevant resolution of the Council of Ministers of the Republic of Belarus.
In February 1992 the Academy moved to its present-day address: 17 Moskovskaya Street, Minsk, the former National Interindustry Institute of Enhancement of Qualifications of Senior Executives and Specialists of the National Economy.
June
June 1992 saw the first graduation ceremony.
199423 NovemberBy Resolution No 194 of the Cabinet of Ministers of the Republic of Belarus, the Academy was renamed into the Academy of Public Administration under the Aegis of the Cabinet of Ministers of the Republic of Belarus. Yet, a brand new period for the institution started in 1995.
199526 JuneBy Decree No 231 the President of the Republic of Belarus transformed the educational establishment into the Academy of Public Administration under the aegis of the President of the Republic of Belarus. The head of state gave several instructions which opened a new page in the history of this educational institution. The Belarus President Administration approved a new Charter of the Academy. The Cabinet of Ministers jointly with the Academy worked out a concept and a program of the development of the institution. The Finance Ministry secured the funding from the national budget to finance the training of personnel. The Property Management Directorate of the President of the Republic of Belarus settled the issues relating to the allocation of all the necessary buildings and premises.
1996The Senior Managerial Personnel Institute was founded at the Academy
28 NovemberBy Decree No 498 the President of the Republic of Belarus approved a strategy to develop the Academy of Public Administration under the aegis of the President of the Republic of Belarus. The strategy spelled out the most important steps in developing the professional training that met all present-day requirements of the country’s socio-economic and political development. The Academy worked out a draft state education standard for the enhancement of qualifications and retraining of personnel, developed model thematic plans and curricula, proposals for training scientific and pedagogical staff to work in the new conditions. The government and executive bodies developed a joint mechanism of forming the contingent of the Academy and worked out enrollment rules. They also improved the way of providing scientific, information and technical support to the process of education, the system of selecting and training the academic staff through the post-graduate education. The Academy established business cooperation with several educational institutions of Western Europe and the CIS. A series of joint seminars with the Federal Academy of State Administration (Germany, Bruhl) showed that the Academy’s staff had high qualifications and helped outline new areas for joint activities.
1997AprilThe Senior Managerial Personnel Institute started a permanent seminar of executives of the national government bodies led by Mikhail Myasnikovich, Head of the Administration of the President of the Republic of Belarus.

By Resolution No 1991 the Council of Ministers of the Republic of Belarus approved the development program for the Academy of Public Administration under the aegis of the President of the Republic of Belarus till 2000. The major goal of the program was to enable all the necessary organizational, economic, financial, legal conditions for turning the Academy into a leading scientific and educational center ensuring high-quality managerial training. Domestic and foreign experience of the leading centers for managerial training of the Russian Federation, Ukraine, Germany, France and other countries was used as the programme was developed.
1998A new enrollment system was introduced in 1998. The system embraced a comprehensive oral examination in economics and management; an examination in foreign languages; testing with the use of Robert Blake’s Managerial Grid Model; a complete medical check-up. A special educational project was launched to train talented youth for government work. The best 20 third-year students from 19 Belarusian universities were proposed to continue their education at the Academy’s Public and Local Administration Department.
2000The Academy of Public Administration established a Civil Service Institute to provide retraining of the managerial personnel for state and economic bodies and a State Administration Institute to provide higher education to people with school certificates and vocational degrees and also to the people with undergraduate degrees.
200112 NovemberIn accordance with Presidential Decree No 330rp “On improving the work of the permanent seminar of executives of the national and local government bodies”, the seminar is carried out under the guidance of the President of the Republic of Belarus. A methodological seminar for young teachers and postgraduate students was opened to upgrade skills of the professional and teaching staff. The qualification upgrading of the teaching and scientific staff and their on-the-job training at state and economic bodies as well as companies have been systemized. A new method to assess the quality and effectiveness of the work of the Academy’s staff was introduced.
200426 JulyBy a relevant decree the President of the Republic of Belarus approved the regulation on organizing the work with managerial staff of the government bodies and organizations. By this regulation the Academy was defined as the leading university in training and development of managerial personnel of the governmental bodies. The Academy started applying the electronic technologies in education. According to the Informatization Fund’s program on the establishment of the Scientific and Research Computer Network (SRCN) a fiber optic telecommunication line linked the Academy and the IT Center of the Belarusian State University. The Academy has also created an outer circuit of its computer network, a training center on the basis of Internet technologies that is available to all users of the Academy’s network, and a web-server.
200715 NovemberAccording to Decree No 577 of the President of the Republic of Belarus of 15 November 2007, Professor Anatoly Morozevich, Doctor of Engineering, was appointed rector of the Academy of Public Administration under the aegis of the President of the Republic of Belarus.
20092 JuneDecree No 275 of the President of the Republic of Belarus “On Some Measures for Improvement of Training, Retraining and Qualification Upgrading of the Managerial Personnel” defined the system of training of the administrative elite of Belarus.
201024 SeptemberBelarusian President Alexander Lukashenko addressed Academy's students and teachers with a lecture: "State Personnel Policy in the Modern Period".
201129 JanuaryThe Academy of Public Administration under the aegis of the President of the Republic of Belarus celebrated its 20th Anniversary.
