General Information
The Academy welcomes international students into its diverse and vibrant academic community.
Admission
The admission of international (or stateless) students to the Academy of Public Administration under the aegis of the President of the Republic of Belarus is carried out in compliance to the Rules of admission to higher and specialized secondary educational establishments and the Regulations on education of international citizens.
International applicants are admitted to undergraduate studies at the Academy upon the results of pre-admission interviews. The Admission Committee conducts a pre-admission interview with each international applicant to attest the sufficient fluency in the language of instruction (Russian) and the required knowledge minimum in the following subjects: Social Studies (for the major Public Administration and Law) and Mathematics (for the majors Public Administration and Economics and Information Resources Management).
International citizens and stateless citizens who permanently reside in the Republic of Belarus, international or stateless citizens of Belarusian nationality residing in foreign countries, citizens of the Russian Federation, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan have a right to participate in entrance examinations:
- to acquire education at the expense of the national budget of the Republic of Belarus (on the condition that this course of education has never been covered by the budget before)
- to acquire education at the expense of individual and legal persons
In accordance to the legislation of the Republic of Belarus the admission to higher educational establishments of international and stateless citizens terminates on October, 15th annually.
The beginning of the academic year for MA and PhD courses for international and stateless citizens is set by the educational establishment.
Educational process at the Academy of Public Administration under the aegis of the President of the Republic of Belarus is carried out in the Russian language. Education by an individual programme in the English language is possible at MA or PhD levels.
Admission for citizens who require a visa to Belarus
General Admission Procedure
Applicants to the Presidential Academy should submit the following documents:
- notarized copy of passport with visa permission for education in the Republic of Belarus;
- educational certificate proving that applicant’s level of education is sufficient for taking MA courses and a list of studied disciplines and grades;
- certificate on diploma compliance*;
- health certificate issued by an official local health authority of the Republic of Belarus (after an obligatory medical check-up on the request of the educational establishment);
- health certificate on HIV-absence issued by the official health authority of applicant’s country of residence;
- health insurance in accordance with the legislative norms of the Republic of Belarus;
- a list and copies of published scientific works, description of carried-out research and development (if available);
- 4 photographs (3x4 format).
*According to the President’s Decree of 01.12.2011 all Belarusian and foreign citizens (including stateless persons) wishing to apply for university courses at Belarusian universities should have their diplomas certified as complying with the local standards on higher education and academic degrees. The certificates on compliance are officially issued by the National Institute for Higher Education and should be acquired before application submission. Identity cards and original documents should be handed in personally by the candidate.
All the above mentioned documents should have a notarized translation into the Russian or Belarusian languages.
Official Invitation for Education (only for applicants who require a visa)
The Academy of Public Administration issues official invitation letters for education. An official invitation letter for education can be prepared after the submission of documents for admission.

Accommodation
Accommodation for international students is provided in comfortable rooms at three halls of residence. Student dormitories include such facilities as sports and entertainment centres, computer labs, kitchens and laundries. To book a room at a student hall of residence applicants should contact Centre for International Cooperation and Educational Programmes (e-mail: interbiz@pac.by).
Registration
According to the legislation of the Republic of Belarus all international citizens should acquire a residence permission. The permission is issued at the migration offices. Centre for International Cooperation and Educational Programmes renders support to international applicants and students in submitting the required documents to the migration offices and acquiring a corresponding residence permission.
Within 5 days since the arrival all international applicants should visit the Centre for International Cooperation and Educational Programmes to get all further instructions on the registration procedure. Please, bring your passport and insurance (copy) with you. One-year residence permission should be issued within 15 days since the submission of documents. Please, note that the registration procedure would be an additional expenditure including legal translation of documents and state fees.
In case an international citizen fails to acquire a residence permission, he/she will be fined and/or deported from the country according to the national legislation on migration.
Enrollment
International students are enrolled to the Academy upon the results of the interviews with the examination commission and after conclusion of the official contract for education services.
