In December of 2007 at the First International Research and Practical Forum of member countries in the sphere of training, retraining and in-service training of civil and municipal service personnel that took place in Bishkek (the Kyrgyz Republic) it was decided to found the Association of national academies and institutes of the EAEC countries specialising in public administration and civil service. The Association of national academies and institutes of the EAEC countries specialising in public administration and civil service is a voluntary international non-profit organisation that arose as the result of consolidation of the following legal entities – national academies and institutes specialising in public administration and civil service and carrying out research, informational and analytical activities in the sphere of public and local administration.

Association’s objectives:

• implementation of joint research activities and projects, organisation of research practical conferences and workshops on the issues of public administration and local self-government;
• quality improvement through international accreditation of educational programmes of training civil and municipal servants;
• creation of common research and educational area in the sphere of training, retraining and in-service training of civil and municipal servants.

President-rector of the Academy of Management under the President of the Kyrgyz Republic Mr. Adylbek Sultanbekov was elected the Association’s President.

The following institutes initiated the Association’s foundation:

	Academy of Public Administration under the President of the Republic of Kazakhstan
	Academy of Management under the President of the Kyrgyz Republic
	Academy of Public Administration under the aegis of the President of the Republic of Belarus
	Institute of Advanced Training of Civil Servants of the Republic of Tajikistan
	China National School of Administration
	National Academy of Public Administration under the Office of the President of Ukraine
	Russian Academy of Public Administration under the President of the Russian Federation
	North-West Academy of Public Administration

The following legal entities can act as members of the Association – educational, research and publishing institutions, public and private organisations that work in the sphere of public administration and local self-government, acknowledge the Association’s Statute and are able to contribute to the implementation of goals and objectives set before the Association.

The Association acts under the official status of international non-governmental organisation.

The Association carries out its activities on the territory of its member states.
