Brief Historical Overview of the Department of Theory and History of the State and Law

It is one of the first judiciary departments founded at the Academy in 1991. Its name and the academic disciplines taught have been changed several times. In December 1996, the Department was renamed the one of Theory and Practice of State and Law. The teaching of general theoretical and historical disciplines was provided by the qualified staff. In 2004, the Department got a new name – that of the Department of Theory of the State and Law. It included theoretical judiciary, historical judiciary and branch law subjects. In 2007, the Department was renamed again and now it is called the Department of Theory and History of the State and Law. Theoretical judiciary, historical judiciary and historical disciplines are taught by its staff. Now the department is a structural subdivision of the Faculty of Administration and Management of the Institute of Public and Business Administration and acts in accordance with the legislation of the Republic of Belarus, the normative acts of the Academy of Public Administration and local standard judiciary documents of the Academy of Public Administration, its institutions and departments.

General Information on the Department of Theory and History of the State and Law

The Department provides the academic process in the Institute of Public and Business Administration in the following specialities:

  • State Management and Law;
  • State Management and Economics;
  • Information Resources Management.

In Master courses students study the subject ‘Jurisprudence’. The following disciplines are taught in the Department of Professional Development: ‘State Building Construction’ and ‘State and Local Management’. 12 theoretical judiciary, historical judiciary and historical disciplines are provided by 18 lecturers. Since 2011 a new speciality has been worked out – ‘Rule Making Activity of State Bodies’.

There was founded an educational-technological section to improve methodological provision of the educational process and methodology of teaching, which includes all the academic staff of the department.

The key tasks of the section are as follows:

  • working out up-to-date methods and information technologies and their implementing in the educational process, aimed at the improvement of efficiency of education;
  • working out, discussing and reviewing educational and educational-methodological materials.

The section works in accordance with the schedule of the academic year.

Scientific Activity, Research and Development and Innovative Projects of the Department of Theory and History of the State and Law

Within the frame of the integrated scientific field of the Academy of Public Administration ‘Theory and Practical Approach to Public Administration, Reforms in Economy and Ongoing Professional Training of Public Administrators’ for the period of 2011–2015, the Department focuses on the issue ‘Theoretical and Legal Facets of the Society and State Development’. Furthermore, the Department works on the theme ‘Theoretical and Legal Foundations for the National Legal System Enhancement and Administration Development in the Scope of Social and Economic Development of the Republic of Belarus (Law and Administration)’ for the years 2011–2015.

Within the frame of the given scientific field, the academic staff of the Department of Theory and History of the State and Law publish their papers in journals both domestically and abroad, write books and manuals, provide scientific supervision of research papers, take part in republican and international research and practice conferences, act as opponents of dissertations.

To increase research effectiveness, lecturers of the Department are involved in non-budget research. They aim to receive grants, get the approval of the results of their research, obtain certificates of proof of the research from governmental bodies, state higher educational institutions, etc.

Academic Process of the Department of Theory and History of the State and Law

The Department specially considers work on methodological textbooks provision for the specialization ‘Law Making in Public Agencies’. Curricula documentation and methodological textbooks provision under the Education Code of the Republic of Belarus is paid a great deal of  attention to.

The academic process in the Department in 2011-2012 was mainly centered on close cooperation with ‘affiliated organizations’ (Ministry of Justice of the Republic of Belarus, etc), development of international relations with associated higher educational institutions, delivering lectures with the help of the Internet-based technologies.

Advanced Professional Training of the Academic Staff of the Department of Theory and History of the State and Law

In 2012-2013, the academic staff of the Department will improve their professional skills in public institutions like the Ministry of Justice, the Institute of History of the National Academy of the Republic of Belarus, etc.

Ideological and Educational Activity in the Department of Theory and History of the State and Law

The Department alongside the Academy graduates holds regular meetings over vocational guidance attracting those who wish to enter the Academy. The ideological and educational activity of the Department covers the following directions:

  • ideological, patriotic and civic education;
  • development of professional skills, intellectual activity; 
  • forming the culture of governing and self- governing;
  • cultivating students’ law abiding behaviour.

Activity of the Student Scientific Club ‘Aequitas’

The Department runs the student scientific club ‘Aequitas’. Elena Zorchenko, Assistant Professor, supervises its activity. The head of the club is Ekaterina Sologubik, a forth-year student of the speciality ‘Public Administration and Law’. The club activity focuses on research in the field of theory and history of the state and law. Research-prone students are mostly invited to take part in scientific investigations held in the Department.

Meetings, where students improve specific knowledge in law, learn how to speak in public, participate in discussions, master their orator skills and make contacts with more student scientific communities of other higher educational institutions, are scheduled monthly. The club members write papers and make reports for both international and republican scientific conferences. Thus, in December 2011, the Department held the conference devoted to the 20th anniversary of the Commonwealth of Independent States.

The Department encourages non-traditional forms of studying history and law in its mini-theatre ‘Epatazh’. So far, first-year and second-year students have staged the plays ‘Hamlet’ by W.  Shakespeare, ‘The Diary of Ann Frank’ by F. Goodrich and the author’s production of ‘Man is a Child of Vice’.
