Brief Historical Overview of the Department of Economic Theory

The Department of Economic Theory was established in 1991. The history of the Department of Economic Theory, despite its young age, can be presented in three stages.

At first, the Department of Economic Theory, in accordance with the historical period of our country, worked as a Department of Market and Economic Mechanism Problems. At that stage, the Department of Economic Theory provided a wide range of academic disciplines: Theory and Practice of Market, Foreign Economic Activity, Entrepreneurship, Economics, Insurance, Finance, Economy of the Republic of Belarus, etc. In 1993, the Department split into two, with the Department of Foreign Economic Activity being singled out. The second stage began in 1994 when the Department was reorganized into the Department of Economics and Problems of Market. The main issues the Department dealt with in 1994-1996 were Economic Theory, Theory and Practice of Market, Pricing, Entrepreneurship, Economy of the Republic of Belarus, Finance and Insurance.

However, in 1996, the Department of Finance was set up on the basis of the Department. And it was then when the third stage of the history of the Department of Economic Theory started. In 2001, it was renamed the Department of Economic Theory which provides theoretical and methodological retraining and advanced training for the students of the Institute of Civil Service as well as training for the students of the Institute of Public and Business Administration. The implementation of a wide range of teaching tasks is possible due to the team of highly skilled professionals working in the Department of Economic Theory.

General Information on the Department of Economic Theory

One of the peculiarities of the Department of Economic Theory is that it carries out training activities in all the institutes of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus. In the Institute of Civil Service, the Department of Economic Theory takes part in training managers and professionals in the following fields: ‘Public Administration and Ideology’, ‘State and Local Government’, ‘Government Regulation of National Economy’, ‘Business Administration’, ‘International Relations’, etc. 

In the Institute of Public and Business Administration, the Department of Economic Theory  provides training courses for students who are doing their first undergraduate degree (school leavers) according to the training plan in the field of ‘Public Administration and Economics’, ‘Information Resources Management ’ and ‘Public Administration and Law’.

The specialization of the Department of Economic Theory is reflected in the courses provided by the teaching staff of the Department of Economic Theory : ‘Economic Theory’, ‘Microeconomics’, ‘Macroeconomics’, ‘National Economy of Belarus’, ‘Modern Problems of Micro- and Macroeconomics’.

The Department of Economic Theory offers the following author’s courses on the most topical issues of micro-, macroeconomics and socio-economic development of Belarus with the computer modelling of economic processes: ‘Fundamentals of Economic Development Theory’, ‘Globalization and Market’, ‘Globalization and Regionalization’, ‘Economic Policies and Globalization’, ‘Securities’, ‘Financial Markets’, ‘Government Regulation of Markets’, ‘Uncertainty and Risk’, ‘Social Policy of the State’, ‘Investment Policy’, ‘Globalization of World Economy: the US Financial Crisis and its Impact on the Economy of the Republic of Belarus’.

In the process of training, the Department of Economic Theory makes an extensive use of active forms of teaching: case study, business games (including the use of modern information technologies), and thematic discussions. To hold thematic discussions, qualified practitioners are employed.

Taking into account the current training requirements and trends of the socio-economic development, the Department of Economic Theory annually updates syllabuses of its courses.

For the system of open education, training materials (tutorials, teaching aids) for the following courses ‘Microeconomics’, ‘Macroeconomics’ edited by I. Novikava and Y. Yasinski (approved by the Ministry of Education), ‘Basics of Economic Theory’ (A. Golovachev, I. Golovachova, E. Lutokhina), ‘Pricing’ (A. Sharkava), ‘History of Economic Thought’ (T. Sakalinskaya) have been developed and published. A set of syllabuses for the basic subjects of the Department of Economic Theory  has been formed.

The lectures in all the courses (‘Economic Theory General Principles’, ‘Microeconomics’, ‘Macroeconomics’, ‘History of Economic Thought’) have been audio recorded. Also tests in the disciplines have been made up by L. Patskevich, T. Maksimenko-Novokhrost, V. Kovrei, M. Achapovskaya.

For the students of the CSI, business games are widely used: ‘The Firm on the Competitive Market’ (M. Achapovskaya), ‘Social Partnership’ (E. Lutokhina).

A number of business games are conducted in the course ‘Microeconomics’. ‘Consumer Choice’ allows simulating the processes of establishing and regulating prices on the market by a particular market situation example. In the game, ‘Consumption, Investment, Government’ the possibility of using Keynesian model is simulated by a concrete example. The game ‘Market Regulation’ allows simulating the activities of the Ministry of Finance and the State Bank, establishing objectives and mechanisms of tax and monetary policies. In the game ‘Employment Agency’, the possibilities and the mechanism of labour exchanges are studied on the basis of a simulation situation.

The Department of Economic Theory also regularly holds subject Olympiads among students who major in Economics.

In preparing handouts and teaching materials, the Department of Economic Theory has successfully been cooperating with the editing and publishing centre. Besides, the library of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus together with the Department of Economic Theory organizes exhibitions of scientific and educational literature, produces and publishes topical lists of literature on micro-, macro-economics and the problems of socio-economic development of Belarus and the CIS countries.

Scientific Work of the Department of Economic Theory

As a result of participation in national competitions of the Belarusian Republican Foundation for Fundamental Research (BRFFR), the members of the Department of Economic Theory have received grants to do research three times. The scientific work of the Department of Economic Theory is focused on the development of methodological fundamentals of macroeconomic regulation in forming socially oriented market economy in Belarus as well as on the increase of competitiveness of Belarusian enterprises.

The results of the scientific work of the Department of Economic Theory are used to draw up and adopt legal acts which regulate the manufacture and sale of competitive goods. In the Ministry of Economy of the Republic of Belarus, they are used to develop national and inter-branch programmes aimed at improving the competitiveness of Belarusian goods. In branch ministries of the Republic of Belarus, they are used to provide methodology for the coordination of the processes of raising the level of competitiveness of goods produced by the branch enterprises. In the enterprises, they are used to implement proposals to enhance the competitiveness of goods. Research results are used in the teaching process of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus and the country's universities in training specialists and advanced training of managerial personnel as well as in writing diploma (graduation) works and theses.

Currently, according to the Plan of Research and Innovation of the Academy of Public Administration under the Aegis of the President of the Republic of Belarus in 2011-2015, the Department of Economic Theory is doing research on ‘Development of Theoretical and Methodological Fundamentals of the Integration of the Republic of Belarus into Geo-Economics on the Basis of the Transformation of the Mechanism of Government Regulation of the Innovation Economy Formation and Functioning’ under the supervision of I. Novikava , Doctor of Science (Economics), Professor. The research results are used in the teaching process.

The Department of Economic Theory also does research on ‘Development of the Mechanism for Implementing Public-Private Partnership in Innovation’ (2011-2012) under the supervision of I. Novikava, Doctor of Science (Economics), Professor. The Department of Economic Theory  carries out the post-graduate training in specialities 08.00.01. – ‘Economic Theory’ and 08.00.05. – ‘Economics and Management of Economy’.

From 1994 to 2009 under the guidance of the Department of Economic Theory ’s scientific advisers three doctoral students wrote doctoral theses and got doctoral degrees: G. Yasnikov (Scientific advisor - A. Golovachev, Doctor of Science (Economics), Professor), S. Tikhonov (Scientific advisor - Y. Yasinski, Doctor of Science (Economics), Professor) and A. Morava (Scientific advisor - I. Novikava, Doctor of Science (Economics), Professor). Eleven post-graduate students wrote their post-graduate theses and got a degree of Candidate of Science. Eight post-graduate students are currently being trained in the Department of Economic Theory.

Research Work of the Students of the Department of Economic Theory

Since it was established, the Department of Economic Theory has been supervising the students' research work. Every year, the Department of Economic Theory holds students’ conferences and competitions. Under the supervision of the teachers of the Department of Economic Theory students do research works which win prizes in national competitions.

In 2004-2010, more than 130 students' research works for the Academy's and 30 works for national contests were done, as well as 5 abstracts were published.

Scientific School of the Department of Economic Theory

Over the past 15 years scientific schools have been formed on the basis of the processes taking place in the national economy of the Republic.
Under the leadership of Prof. I. Novikava, Doctor of Science (Economics), a scientific school of reforming the national economy in the conditions of the world economy globalization was created. Under the leadership of Prof. Y. Yasinski, Doctor of Science (Economics), they formed a school of information and behavioural problems of markets and, in particular, the problems of banks efficiency in these conditions.

At present, under the leadership of A. Morava, Doctor of Science (Economics) a scientific school of social policy transformation in modern conditions is being formed.

Furthermore, in the framework of the established scientific schools the Department of Economic Theory will continue making investigations backed up by both national and international grants. In the next five years the Department of Economic Theory plans to prepare five Candidates of Science and one Doctor of Science.
