Brief Historical Overview of the Department of Administrative Law

The Department of Administrative Law was founded on 26 June 2007 in compliance with Decree No. 221 of the Rector of the Academy of Public Administration as a result of reorganization of the departments of the Institute of Public and Business Administration on the basis of the Department of Theory of State and Law and the Department of Public Administration and Law.

Elena Semashko, Candidate of Science (Law), Associate Professor was appointed first head of the Department. In 2009–2012, the Department was headed by Sergey Boriko, Candidate of Science (Law), Professor. Elena Semashko has recently been appointed to head up the Department again.

General Information on the Department of Administrative Law

The Department provides training in the speciality ‘Public Administration and Law’ as well as in the specialisations: ‘Law Regulation of Spheres and Fields of Public Administration’ and ‘Law Regulation of International Activities’.

Scientific Work of the Department of Administrative Law

Within the last four years the Department of Administrative Law has been developing the scientific field ‘The State and a Person: Legal Aspects of Interaction’.

The staff of the Department participate in international and republican scientific and practical seminars and conferences, actively make use of different forms of student research in the Faculty of Administration and Management of the Institute of Public and Business Administration.

The staff of the Department constantly work out lay-outs in the sphere of Administrative  Law, Administrative  Liability and Process, Legal Regulation in the Spheres and Fields of Public Administration, Legal Groundwork for Providing Civil Service, Criminal Law and Process, Criminalistics and Criminology, Tax Law and Customs Procedures, Financial Law of the Republic of Belarus and foreign countries.

The research results of the Department staff are used in the academic process of the Academy, by the Commission of State Construction, Self-Government and Regulation of the House of Representatives of the National Assembly of the Republic of Belarus (the Act of Implementation was validated by the Head of the House of Representatives on 24 April 2007), as well as in the development of the Conception of Legal Education Development in the Republic of Belarus.
