The Faculty of Advanced Training at the Institute of Civil Service was set up in June 2009 after reforming the Institute of Top Managerial Personnel. The Faculty is the principal center for advanced training of high-ranking executives and their reserve, able men and women seeking senior positions in government, industry, commerce and the public services. Annually, over four thousand participants attend executive programs across a wide range of subjects to enhance their career prospects and their ability to learn throughout life.

The Faculty organizes teaching and research into individual subjects or groups of subjects, designs and implements programs to support senior executive development.

The Faculty offers a portfolio of over 30 open programs as well as custom-designed programs developed to meet the specific needs of individuals and their organizations.

The core subjects of the programs are designed to develop skills in a number of essential areas of public administration and management through lectures, seminars, case studies, group discussions and project work. Through a choice of elective subjects, participants can tailor their course of study to match their specific interests and requirements, to meet their personal or professional development needs.

The academic and support staff are crucial to the Faculty’s success and reputation. They create opportunities for innovative partnerships with state bodies, leading academic scholars and businesses to provide a learning environment that cultivates innovators, leaders, pioneers, creators, and entrepreneurs in all fields and for all sectors of society.

The Faculty utilizes the teaching and research experience of other specialist departments throughout the Academy of Public Administration. It has close ties with the business community, from which it draws upon visiting speakers for many of its courses.

Systematic sociological research studies confirm that modern leaders need extensive knowledge of social, legal, political, economic, psychological issues as well as skills in communication and social technologies, abilities to deal successfully with complex administration and management problems in today’s dynamic and increasingly global environment.

The major advantage of doing a training or career enhancement course at the Academy of Public Administration is the optimal balance between theoretical and practical training. The faculty members are not only in-house professors but the lecturers from other higher educational establishments of Belarus, high profile visitors, famous scientists, renowned experts in their fields, senior government officials, political and top business leaders as well.

The graduates receive a state-recognized certificate or a certificate from the Academy of Public Administration.
